At What Price
for Safety?

n August 2023, in the wake of a mass shooting
in the Anacostia neighborhood that killed three
and injured two others, a frustrated D.C. Ward 8
Councilmember Trayon White Sr. told reporters,
" I know those who live here know that we are clearly
in a war zone. I'm going to say it again: We are clearly
in a war zone. "
In 2023 violent crimes in the city shot up by 39 percent and property
crimes by 24 percent compared to the year before. Last December, D.C.
Mayor Muriel Bowser and Metropolitan Police Department (MPD) Chief
Pamela A. Smith announced the city's new crime-fighting tool: the RealTime
Crime Center.
Launched in February 2024, the interagency crime center is staffed 24
hours a day, seven days a week, by local, regional, and federal law enforcement
agents to monitor and respond to criminal activity in real
time. The live monitoring involves a network of more than 300 closedcircuit
television (CCTV) cameras in the District of Columbia and beyond.

While city officials say the center will enable them to respond to crimes
more quickly and efficiently, critics immediately raised alarm over potential
risks to privacy and harms to people's civil rights and liberties. MPD
Chief of Staff Marvin " Ben " Haiman says those fears are unfounded.
" All of the protocols that will be used [by the Real-Time Crime Center]
are tactics that have been well tested, litigated, and so forth, " he says.
" We're not introducing new mechanisms into the space. We already have
closed-circuit TV cameras; you've probably seen them around the city
with the MPD logo on them. What we're talking is about is new ways to
leverage this technology to be more effective. "
KEEP CALM, CARRY ON?
The District of Columbia has employed video technology in policing
since 2000. Initially, usage was limited to the temporary deployment of
cameras downtown for large gatherings such as protests, or in locations
experiencing spikes in crime.
