Disciplinary Actions Taken by the
District of Columbia Court of Appeals
Original Matters
In re James C. Bailey. Bar No. 462391. November
22, 2023. The D.C. Court of Appeals disbarred
Bailey by consent.
In re John K. Evans. Bar No. 362908. October
12, 2023. The D.C. Court of Appeals accepted
Evans's petition for negotiated discipline and
suspended him for 365 days for a violation of
Rule 8.4(c). Evans acknowledged that, between
2015 and 2019, he failed to accurately
report his financial holdings, outside income,
and outside clients in required disclosure
forms in connection with his service as a
member of the Council of the District of Columbia
and the Board of Directors of the
Washington Area Metropolitan Transit Authority.
As a result, Evans admitted that he
engaged in conduct involving reckless misrepresentation.
In
re Pjerin Lumaj. Bar No. 984454. October 6,
2023. The D.C. Court of Appeals rejected
Lumaj's petition for negotiated discipline.
In re Brian David O'Neill. Bar No. 1046680. November
16, 2023. The D.C. Court of Appeals
disbarred O'Neill for committing a crime of
moral turpitude per se. O'Neill pled guilty to
two counts of wire fraud in violation of 18
U.S.C § 1343 in the United States District
Court for the Southern District of New York.
In re George A. Teitelbaum. Bar No. 370926.
October 5, 2023. The D.C. Court of Appeals
approved a petition for negotiated discipline
and suspended Teitelbaum for 30 days,
stayed in favor of one year unsupervised probation
with conditions. Teitelbaum admitted
to violating D.C. Rule of Professional Conduct
1.15(a) by failing to keep complete records of
account funds in a probate matter.

In re Bruce A. Johnson Jr. Bar No. 445925. October
4, 2023. Johnson was suspended on an
interim basis pursuant to D.C. Bar R. XI, § 9(g),

November 27, 2023. Keller was suspended on
an interim basis based upon discipline imposed
in Pennsylvania.
In re Angelique Layton. Bar No. 427713. November
27, 2023. Layton was suspended on
an interim basis based upon discipline imposed
in Colorado.
In re Ronald Andre Stewart. Bar No. 490341.
November 27, 2023. Stewart was suspended
on an interim basis based upon disability inactive
status imposed in Tennessee.
Disciplinary Actions Taken by the
Board on Professional Responsibility
Original Matters
In re James C. Bailey. Bar No. 462391. October
27, 2023. The Board on Professional Responsibility
recommended that the D.C. Court of
Appeals disbar Bailey by consent for violations
of Rule 1.15(a).
In re Mehak Naveed. Bar No. 1032942. November
27, 2023. The Board on Professional
Responsibility recommended that the D.C.
Court of Appeals suspend Naveed for six
months with fitness for violations of Rules
3.3(a)(1), 3.4(a), 3.4(c), 8.1(a), 8.1(b), 8.4(c), and
8.4(d), stemming from Disciplinary Counsel's
investigation of Naveed's trust account overdraft.
For more than 30 months, Naveed delayed
in providing basic information during
the investigation and provided knowingly
false excuses for her delays. When faced with
contempt proceedings in D.C. Superior Court,
Naveed repeatedly lied to the judge over the
course of seven hearings. After Disciplinary
Counsel filed charges, her pattern of misconduct
continued before the Hearing Committee
by failing to meet deadlines, failing to
timely appear at the hearing, and giving intentionally
false testimony.
