Disciplinary Actions Taken by the District
of Columbia Court of Appeals
Original Matters
In re Latif S. Doman. Bar No. 466654. May 16,
2024. The D.C. Court of Appeals suspended
Doman for 30 days and required him to demonstrate
his fitness to resume the practice of
law before reinstatement. Doman failed to
keep complete records of client funds, in violation
of Rule 1.15(a), and engaged in conduct
that seriously interfered with the administration
of justice, in violation of Rule 8.4(d), by
unreasonably failing to provide documents
and information in response to Disciplinary
Counsel's subpoenas and written inquiries.
The court also found that Doman intentionally
gave false testimony to the hearing committee.
In
re Miguel A. Hull. Bar No. 465753. May 8,
2024. The D.C. Court of Appeals granted Hull's
petition for reinstatement.
In re James A. Moody. Bar No. 294504. April
11, 2024. The D.C. Court of Appeals disbarred
Moody for intentional misappropriation and
other Rule violations and reiterated the
Board's statement that, should Moody seek
reinstatement, a demonstration that he has
made his client whole will be highly relevant
evidence. While retained to represent a California
raisin producer who sought to recover
economic losses it suffered due to the setaside
program, Moody violated Rules 1.5(b)
(failure to provide written statement regarding
fee and scope of representation), 1.15(a)
and (d) (intentional misappropriation), 1.15(c)
(failure to notify client of the receipt of settlement
funds), 8.1(b) (knowing failure to respond
to Disciplinary Counsel's requests for
information), 8.4(c) (conduct involving dishonesty,
fraud, and deceit), and 8.4(d) (serious
interference with the administration of
justice), as well as D.C. Bar Rule XI, § 2(b)(3)
(duty to comply with court and Board orders).
In re Mehak Naveed. Bar No. 1032942. May 9,
2024. The D.C. Court of Appeals suspended
Naveed for six months with fitness for violations
of Rules 3.3(a)(1), 3.4(a), 3.4(c), 8.1(a),
8.1(b), 8.4(c), and 8.4(d), stemming from Disciplinary
Counsel's investigation of Naveed's
trust account overdraft. For more than 30
months, Naveed delayed in providing basic
information during the investigation and provided
knowingly false excuses for her delays.
When faced with contempt proceedings in
D.C. Superior Court, Naveed repeatedly lied
to the judge over the course of seven hearings.
After Disciplinary Counsel filed charges,
her pattern of misconduct continued before
the Hearing Committee by failing to meet
deadlines, failing to timely appear at the
hearing, and giving intentionally false testimony.
Reciprocal
Matters
In re Mark A. Black. Bar No. 476206. May 16,
2024. In a reciprocal matter from Virginia
based on Black's guilty plea to conspiracy to
produce child pornography and coercion
and enticement, the D.C. Court of Appeals
imposed functionally equivalent reciprocal
discipline and disbarred Black.
In re Nema Sayadian. Bar No. 991138. May 9,
2024. In a reciprocal matter from Maryland,
the D.C. Court of Appeals imposed reciprocal
discipline and indefinitely suspended Sayadian
with a fitness requirement, including
showing compliance with all conditions imposed
by the state of Maryland and demonstrating
that he has addressed his mental
health and substance abuse issues. Sayadian
engaged in the unauthorized practice of law
and repeatedly neglected client matters. Sayadian
may seek reinstatement after five years
or after being reinstated in Maryland, whichever
occurs first.
Interim Suspensions Issued
by the D.C. Court of Appeals
In re Michael D. Brittin. Bar No. 354803. April 1,
2024. The D.C. Court of Appeals indefinitely
suspended Brittin based on his medical disability
pursuant to D.C. Bar R. XI, § 13(c).
In re Craig A. Butler. Bar No. 451320. April 10,
2024. Butler was suspended on an interim
basis pursuant to D.C. Bar R. XI, § 9(g), pending
final action on the Board on Professional
Responsibility's January 26, 2024, recommendation
of a six-month suspension with fitness.
In
re Joshua N. Debold. Bar No. 989159. May 3,
2024. Debold was suspended on an interim
basis based upon discipline imposed in Virginia.
In
re John C. Eastman. Bar No. 230533. May 3,
2024. Eastman was suspended on an interim
basis based upon discipline imposed in California.
In
re Robert E. Glenn IV. Bar No. 413279. May 3,
2024. Glenn was suspended on an interim basis
based upon discipline imposed in Virginia.
In re Frederic R. Gumbinner. Bar No. 428327.
May 31, 2024. Gumbinner was suspended on
an interim basis based upon his conviction of
a serious crime in the United States District
Court for the Western District of Virginia.
In re Jason M. Krumbein. Bar No. 475531. April
23, 2024. Krumbein was suspended on an interim
basis based upon discipline imposed in
Virginia.
In re Michael E. Lechliter. Bar No. 981732. April
2, 2024. The D.C. Court of Appeals indefinitely
suspended Lechliter based on disability pursuant
to D.C. Bar R. XI, § 13(c).
In re Andrew M. Maestas. Bar No. 987607.
April 23, 2024. Maestas was suspended on an
interim basis based upon discipline imposed
in Arizona.
Informal Admonitions Issued
by the Office of Disciplinary Counsel
In re Evan D. Carb. Bar No. 420792. April 3,
2024. Disciplinary Counsel issued Carb an
informal admonition. While retained to represent
a broadcasting company in connection
with radio stations he owned, Carb failed
to provide the client with full disclosure of
the existence and nature of a conflict, nor did
he disclose possible adverse consequences
of the representation in violation of Rule
1.7(b)(1).
