GLOBAL & DOMESTIC OUTLOOK UNITED STATES In late 2018 Congress introduced the Malicious Deep Fake Prohibition Act, followed by the DEEPFAKES Accountability Act in June 2019, to address the growing problem of high-quality digitally manipulated video and audio content. The former act would make creating and sharing the content a federal crime if it facilitates criminal or tortious conduct, whereas the latter would require mandatory marking of such material as deepfakes. Critics mention that these acts do not stop deepfakes from being created, nor do they address foreign powers that may create and disperse them to sow discord in the United States. Several states are also starting to regulate deepfakes, including California, New York, and Texas. In 2019 Virginia expanded a 2014 revenge porn law to include deepfake content.
