Interim Suspensions Issued by the District
of Columbia Court of Appeals
In re Tricia S. Boutros. Bar No. 980803. July 22,
2021. Boutros was suspended on an interim basis
based upon her conviction of a serious crime in
the U.S. District Court for the District of
Columbia.
In re James P. Chandler III. Bar No. 270686. June
14, 2021. Chandler was indefinitely suspended
based on disability pursuant to D.C. Bar R. XI, §
13(c).
In re Gaston F. de Bearn. Bar No. 438724.
June 14, 2021. De Bearn was indefinitely suspended
based on disability pursuant to D.C. Bar
R. XI, § 13(c).
In re Ernest P. Francis. Bar No. 439894. July 14,
2021. Francis was suspended on an interim basis
based upon discipline imposed in Virginia.
In re Rudolph W. Giuliani. Bar No. 237255. July 7,
2021. Giuliani was suspended on an interim basis
based upon an order of the Supreme Court of
New York, Appellate Division, First Judicial
Department, suspending him from the practice
of law pending further disciplinary proceedings
in that state.
In re Paul D. Hunt. Bar No. 447182. July 13, 2021.
Hunt was immediately suspended pursuant to
D.C. Bar R. XI, § 13(e), which indicates that he is
suffering from a condition or disability that
makes it impossible for him to present an
adequate defense in the pending disciplinary
proceedings.
In re Vandy L. Jamison Jr. Bar No. 437771. June 10,
2021. Jamison was suspended on an interim
basis based upon being placed on inactive
status for incapacity in Maryland.
In re Edward Juan Lynum. Bar No. 984805.
December 9, 2019. Lynum was suspended on an
interim basis based upon discipline imposed in
Florida.
In re Gregory J. Milton. Bar No. 978857. July 14,
2021. Milton was suspended on an interim basis
based upon discipline imposed in Maryland.
In re Christopher B. Shedlick. Bar No. 1010480.
June 23, 2021. Shedlick was suspended on an
interim basis based upon discipline imposed in
Virginia.
In re Jon E. Shields. Bar No. 431003. June 10, 2021.
Shields was suspended on an interim basis
based upon discipline imposed in Virginia.
In re Scot Strems. Bar No. 1025368. July 14, 2021.
Strems was suspended on an interim basis based
upon discipline imposed in Florida.
Informal Admonitions Issued by the Office
of Disciplinary Counsel
In re David J. Bartone. Bar No. 411044. May 12, 2021.
Disciplinary Counsel issued Bartone an informal
admonition. While retained to represent three
merchants in individual matters to negotiate
removal of their businesses from the Member
Alert to Control High-Risk Merchants list, Bartone
failed to keep the clients reasonably informed
about the status of their matters and to promptly
comply with reasonable requests for information
in violation of Rule 1.4(a). In a fourth matter, while
retained to represent a client in an employment
discrimination matter, he failed to put the terms
and limited scope of the representation in a
written fee agreement, violating Rule 1.5(b).
In re Ana T. Jacobs. Bar No. 446701. June 28, 2021.
Disciplinary Counsel issued Jacobs an informal
admonition. Jacobs was retained to represent a
client by filing a U visa petition on her behalf to
gain lawful permanent resident status. After
obtaining approval of her client's U visa petition,
Jacobs failed to prepare a motion to reopen the
client's immigration case with the Executive
Office for Immigration Review prior to applying
for the client's adjustment of status with the U.S.
Citizenship and Immigration Services, and she
failed to advise the client of the consequences of
not doing so, resulting in prejudice to the client's
underlying matter. (Rules 1.1(a), 1.1(b), and 1.4(b)).
In re Michael E. Lawlor. Bar No. 459767. May 11,
2021. Disciplinary Counsel issued Lawlor an
informal admonition. While retained to represent
a client in post-conviction proceedings, Lawlor
failed to represent the client zealously and
diligently within the bounds of law, intentionally
failed to seek the lawful objectives of the client
through reasonably available means permitted
by law and the disciplinary rules, failed to act
with reasonable promptness in representing the
client, and failed to keep the client reasonably
informed about the status of his matter and
promptly comply with reasonable requests for
information. In addition, Lawlor divided the fee
paid by the client with a lawyer who was not in
Lawlor's firm without advising the client, in
writing, of the identity of the lawyer who was to
participate in the representation, the contemplated
division of responsibility, and the effect of
the association or to obtain the client's informed
consent to the arrangement. (Rules 1.3(a), 1.3(b)
(1), 1.3(c), 1.4(a), and 1.5(e)).

on Professional Responsibility Hearing
Committees on Negotiated Discipline
In re Pablo M. Zylberglait. Bar No. 453710. July 14,
2021. The Board on Professional Responsi bility's
Ad Hoc Hearing Committee recommended that
the D.C. Court of Appeals accept Zylberglait's
petition for negotiated discipline and suspend
him for six months, stayed, and impose six
months of unsupervised probation during which
he must continue complying with the recommendations
of his therapist and ensure that his
therapist provides monthly reports to Disciplinary
Counsel regarding his compliance. Zylberglait
was convicted of attempted voyeurism, a misdemeanor
that is a criminal act reflecting adversely
on his honesty, trustworthiness, or fitness as a
lawyer in other respects in violation of Rule 8.4(b).

Original Matters
In re Charles C. Agwumezie. Bar No. 990751. July
19, 2021. Referred by the D.C. Court of Appeals to
address the question of the appropriateness of
the recommended sanction in light of the
court's precedent in cases involving reckless
misappropriation, the Board on Professional
Responsibility recommended that the court
approve the sanction of a three-year suspension
