Between July 2018 and June 2019, a total
of 3,398 tenants and 608 small landlords
received assistance from the Landlord
Tenant Resource Center.
HOW THINGS WORK
When people arrive at the Landlord Tenant Resource Center, Liliana
Fiorenti is their first contact. As the resource center's trilingual housing
legal assistant, Fiorenti often sees despair written on the customers'
faces, but she also sees relief when these individuals find out that there
are resources available to them and that they have a fundamental right
to a safe and habitable home.
Fiorenti signs in the customers and connects them with volunteer
attorneys and the law students who also serve at the Landlord Tenant
Resource Center. The law students conduct screenings to determine if
the customers have a court hearing that day, whether they're on the list
of tenants to be evicted, or if they have been locked out of their rental
unit. For small landlords, volunteers find out how many apartments,
houses, or rooms they own; whether they need to remove a tenant or
other people from their property; and how much money is overdue.
Gabriella Lewis-White, housing managing attorney at the Pro Bono
Center, says that there are no income restrictions for customers. But to be
referred for same-day representation to one of the attorneys of the day,
a tenant's income must be within 200 percent of the federal poverty level.
Otherwise, the Landlord Tenant Resource Center provides information on

emergency shelter assistance or referrals to various other programs and
appropriate services.
"We also have our Advice & Referral Clinic, held on the second Saturday
of every month in Shaw and Anacostia, which doesn't have any income
restrictions," says Lewis-White. Walk-in clients at this weekend clinic meet
one on one with pro bono attorneys and receive brief legal advice about
issues, including housing law. If a housing case requires more than brief
services, clients may be referred to the Pro Bono Center's Advocacy
& Justice Clinic for full representation. Indeed, because so many D.C.
residents need housing legal help, some of the tenants the attorneys
of the day represent at Landlord Tenant Court are Advocacy & Justice
Clinic clients who need short-term representation while their cases are
placed with an attorney volunteer for full representation.
WHAT IT TAKES TO VOLUNTEER
Being thoroughly knowledgeable about the intricacies of landlord-tenant
law isn't a requirement for volunteering at the Landlord Tenant Resource
Center. Thanks to Pro Bono Center staff attorneys like Lewis-White, intellectual property lawyers like Macchiaroli can feel comfortable and confident serving customers.
