Disciplinary Actions Taken by the
Board on Professional Responsibility
Original Matters
In re Donald R. Harris. Bar No. 485340.
November 26, 2019. The Board on
Professional Responsibility recommends

that the D.C. Court of Appeals immediately
suspend Harris pursuant to D.C. Bar R. XI,
§ 13(c). The Board further recommends
that the court not hold the underlying
proceeding in abeyance, as is the norm in
a section 13(c) suspension, because to do
so would allow Harris to benefit from his
failure to comply with the conditions of
practice by delaying the final resolution
of the disciplinary proceeding. This matter
arose out of a related proceeding in which
Disciplinary Counsel charged that Harris
intentionally or recklessly misappropriated
a fee advance paid by his clients, among
other misconduct. After alleging that he
suffered from a disability that caused him
to engage in the alleged misconduct,
Harris failed to abide by his conditions
of practice under Board Rule 7.6(e).
In re Michael G. Hoehn. Bar No. 478591.
October 1, 2019. The Board on Professional
Responsibility recommended that the D.C.
Court of Appeals disbar Hoehn by consent.

The Office of Disciplinary Counsel compiled
the foregoing summaries of disciplinary
actions. Informal Admonitions issued by
Disciplinary Counsel and Reports and
Recommendations issued by the Board on
Professional Responsibility are posted at
www.dcattorneydiscipline.org. Most board
recommendations as to discipline are not
final until considered by the court. Court
opinions are printed in the Atlantic Reporter
and also are available online for decisions
issued since August 1998. To obtain a copy of
