people to meet us when we are giving them information that could
make a difference in their lives versus giving a presentation about what
to say and do when they get stopped by the police."
Pace acknowledges that the presentation leaned more toward the
clinical than the legal side of the issue. He had to be careful not to
provide legal advice as some in the audience may have already been
working with public defenders or private defense attorneys in criminal
or mental health cases.
"The legal side of it would be us talking a little bit about the laws, and the
fact that these stores can lose their license to operate a public business if
they're selling [synthetic drugs]," he says. "We didn't go into too many legal
aspects out of concern [about] creating a situation where it could be said
that we were giving legal information without their lawyers being present."
The OAG's pro bono program also partners with Comfort Cases, a nonprofit that provides clothing, blankets, and other personal care items to
foster kids; Ayuda, which offers legal, social, and language services to vulnerable immigrants in the District who are seeking justice; and the
D.C. Bar Pro Bono Center.
Racine was inspired to kickstart the pro bono program after Elizabeth
Symonds and Alexis Applegate, two government attorneys who served

on the Washington Council of Lawyers' board of directors, approached
him in 2017 about the prospect.
"The Washington Council of Lawyers has a government pro bono roundtable event where we talk to people in the government about how one
might go about doing pro bono work. We knew that was happening on
the federal government side; we wanted to see what kind of pro bono
work was happening on the D.C. side," Applegate recalls.
Today there's a culture of pro bono service at the OAG, says Ludaway, now
a partner at Crowell & Moring LLP. For instance, when an immigration law
clinic came up that was open to outside attorneys, more than a hundred
lawyers showed up to be trained, including a large number from the OAG.
Thanksgiving Day has also become a huge event at the OAG, with various
divisions collecting donations of school backpacks for children and
business attire for individuals reentering the workforce.
"The purpose of the OAG pro bono [program] is not just to do legal
work," Block explains. "One of the things that the attorney general
really focused on was making sure that our entire staff could have
access to these [pro bono and volunteering] opportunities. So, we
make a particular effort to partner with organizations that don't just
need legal help."
