Disciplinary Actions Taken by the
District of Columbia Court of Appeals
Original Matters
In re Robert E. Cappell. Bar No. 321265. March
12, 2019. The D.C. Court of Appeals rejected
Cappell's petition for negotiated discipline.
In re Erik Greiner. Bar No. 499202. March 14, 2019.
The D.C. Court of Appeals disbarred Greiner by
consent.
Reciprocal Matters
In re Charles B. Bailey. Bar No. 456393. March 15,
2019. In a reciprocal matter from Maryland, the
D.C. Court of Appeals imposed reciprocal discipline and suspended Bailey for 30 days, nunc
pro tunc to January 9, 2019. In Maryland, Bailey
admitted commingling personal funds in his
trust account, transferring funds from his trust
account to his political campaign account, and
failing to keep adequate records regarding his
trust account.
In re Sean R. Hanover. Bar No. 1002709. March
15, 2019. In a reciprocal matter from Maryland,
the D.C. Court of Appeals imposed reciprocal
discipline and disbarred Hanover. In Maryland,
Hanover consented to disbarment based on his
guilty plea to knowing distribution of child
pornography.
In re Martin F. McMahon. Bar No. 196642. March
21, 2019. In a reciprocal matter from Virginia,
the D.C. Court of Appeals imposed reciprocal
discipline and suspended McMahon for 60
days, nunc pro tunc to November 13, 2018. In
Virginia, McMahon was found to have repeatedly signed signatures of other attorneys
without their permission and without any indication that he was signing for someone else.
McMahon's actions made it appear that his
clients had local counsel in Virginia, where
McMahon was not licensed.
In re Sharon Styles-Anderson. Bar No. 412158.
March 14, 2019. In a reciprocal matter from
Virginia, the D.C. Court of Appeals imposed
identical reciprocal discipline and suspended
Styles-Anderson for 15 months. The 15-month
suspension includes fitness and restitution
prior to reinstatement, nunc pro tunc to
September 15, 2017, the effective date of her

suspension, and filing of a Rule 14(g) affidavit in
another matter. Styles-Anderson and the
Virginia State Bar entered an Agreed
Disposition based on stipulations for her violations of Virginia Rules of Professional Conduct
1.3(a), 1.15(a), 1.15(b), 1.16(a), 1.16(d), 5.5(c), 5.5(d),
8.4(a), 8.4(b), and 8.4(c). Specifically, StylesAnderson represented a juvenile in a matter
pending in the Juvenile and Domestic
Relations District Court for Fairfax County
without being licensed in Virginia and engaged
in misappropriation when she failed to deposit
advance legal fees into a trust account.
In re Charles L. Tobias. Bar No. 417437. March 15,
2019. In a reciprocal matter from Maryland, the
D.C. Court of Appeals imposed reciprocal discipline and disbarred Tobias. In Maryland, Tobias
consented to disbarment after pleading guilty
to willful tax fraud.
In re Anthony Jacob Zappin. Bar No. 1008991.
March 21, 2019. In a reciprocal matter from New
York, the D.C. Court of Appeals imposed reciprocal discipline and disbarred Zappin, nunc pro
tunc to February 14, 2019. In New York, Zappin
was found to have engaged in repeated acts of
domestic violence, testified falsely at his child
custody trial, introduced falsified evidence,
disobeyed directives of three judges, made
baseless filings in court proceedings, threatened his wife by text messages, baselessly
accused his father-in-law of being a child
sexual abuser, and filed a police report falsely
accusing his wife of committing acts of
domestic violence.
Interim Suspensions Issued by the
District of Columbia Court of Appeals

In re Jason Lee Van Dyke. Bar No. 1027245.
March 25, 2019. Van Dyke was suspended on
an interim basis based upon discipline
imposed in Texas.

by Other Jurisdictions
In accordance with D.C. Bar Rule XI, § 11(c), the D.C.
Court of Appeals has ordered public notice of the
following nonsuspensory and nonprobationary
disciplinary sanctions imposed on D.C. attorneys
by other jurisdictions. To obtain copies of these

In re Vincent Amberly. Bar No. 365590. On
August 28, 2018, the Fifth District, Section III
Subcommittee of the Virginia State Bar reprimanded Amberly for failing to have a trust
account and for commingling client property
in his business account.
In re Lynn Burke. Bar No. 1006423. On
September 24, 2018, the Attorney Grievance
Commission of Maryland reprimanded Burke
for unauthorized practice of law.
In re Bruce D. Burtoff. Bar No. 442468. On May 31,
2018, the Supreme Court of Florida reprimanded
Burtoff for a conflict of interest in a trusts and
estates matter.
In re Jahangir Ghobadi. Bar No. 441214. On
May 25, 2018, the Fifth District, Section II
Subcommittee of the Virginia State Bar reprimanded Ghobadi for violating rules relating to
candor toward the tribunal and making a false
statement to a disciplinary authority.

In re Ifeolu A. Fabayo. Bar No. 982634. March 5,
2019. Fabayo was suspended on an interim basis
based upon discipline imposed in Maryland.

In re Leon E. Jew. Bar No. 480942. On June 8,
2017, the State Bar Court of California publicly
reproved Jew for commingling entrusted and
personal funds.

In re Edgar F. Ndjatou. Bar No. 1001665. March 5,
2019. Ndjatou was suspended on an interim
basis based upon discipline imposed in
Maryland.

In re Robert R. Kaplan Jr. Bar No. 461115. On
January 16, 2019, the Circuit Court for the City
of Richmond, Virginia, publicly admonished
Kaplan for charging an unreasonable fee.

In re Monique A. Tovar. Bar No. 1016038. March 4,
2019. Tovar was suspended on an interim basis
based on the ground that she appears to pose
a substantial threat of serious harm to the public
because she is alleged to have engaged in
serious misconduct.

In re Jeffrey M. Schwaber. Bar No. 419681.
On June 29, 2018, the Attorney Grievance
Commission of Maryland reprimanded Schwaber
for violations relating to conflict of interest and
responsibilities of partners and supervising
attorneys.
