in the eviction case, you have to file a certificate and know how to sign
it properly. "
Furthermore, the eviction moratorium doesn't wipe out back rent or late
fees, and the pause in debt collection does not resolve accumulating
interest fees. To access federal financial assistance programs, people
need to know if they're eligible for them and how to apply. In eviction
and debt cases, the assistance of a civil legal aid attorney can be lifechanging
for clients.
" We at the LSC have been working really hard to communicate with
Congress the increased need for civil legal assistance, " says Flagg, who
anticipates a huge spike in evictions once the moratorium ends. Legal aid
organizations also need to work with courts to identify alternative ways to
resolve eviction cases, such as diversion and mediation, Flagg says.
In advocating for increased federal funding, Flagg emphasizes that
spending money on civil legal aid to assist low-income individuals and
families at risk of eviction is less expensive than relocating people who
end up in home less shelters.
Another priority for Flagg and the LSC is to educate the public on the
need for more legal aid providers. " Most people are not aware that if you
lose your home, you can lose your child in a custody case, " Flagg says.
" Or that you can be denied veterans benefits. And in America, you're not
guaranteed a lawyer in civil cases. "

Facing a shortage of attorneys and paralegals to assist those in need,
Flagg says legal aid organizations are leveraging technology to streamline
their intake process.
" There's never going to be enough human resources providing direct
legal services, " Flagg says. " We have a limited number of people working
in legal aid programs. They can't reach everybody who needs them.
Some clients live hundreds of miles away from legal aid organizations
or pro bono attorneys. So, technology can play a great role in bridging
those distances. "
Now in his second year as president, Flagg looks back on the LSC's
work during the pandemic as the proudest moment in his distinguished
career. " The work [of] legal aid programs in the face of all the challenges
that the pandemic presented is humbling, " he says. " It's something that
makes me glad to have become a lawyer and to have followed the professional
path that I did. "
