& GOVERNMENT GAVEL By Jeffery Leon LET'S CLEAR HURDLES TO VENDING LICENSES Vending is an amazing way for people to pull themselves up by their own bootstraps and achieve their American Dream. That's why generations of immigrants, from before the Founding Fathers up to today, have become vendors upon arriving in this country. One of the biggest hurdles would-be vendors currently face in D.C. is navigating the regulatory maze. Between the Department of Consumer and Regulatory Affairs, the Department of Health, and the Department of Transportation, these fledgling entrepreneurs must go to multiple offices and secure numerous permits, all while receiving confusing and contradictory information. That labyrinth makes it really difficult, if not impossible, for people to get licensed, particularly immigrants who may not speak English. The economic impact of street vending in D.C. is huge, and the District can further encourage opportunity in the vending industry by streamlining its regulatory culture. This would benefit all entrepreneurs, including those who are recent immigrants. Robert Frommer Institute for Justice "That [regulatory] labyrinth makes it really difficult, if not impossible, for people to get licensed, particularly immigrants who may not speak English." 12 WASHINGTON LAWYER * SEPTEMBER 2016 * http://www.dcbar.org/
