A DELAY IN JUSTICE

CASTRO RAN AMOK
The November issue contained an article,
"Did You Know They Were Lawyers?" listing
Fidel Castro as one of the featured people.
Castro should be placed on a list of those
who we are ashamed to include among
our numbers as lawyers.
This is a person who ended the rule of law
in the country he took over as dictator. This
is a person who allowed no elections, no
free or independent courts, a person who
operated a government of whim and not
a government of laws, and a person who
murdered and imprisoned many thousands
who opposed his rule without the benefits
of the rule of law.

LISTEN TO LOCALS
I read Sarah Kellogg's November 2017
article, "Bringing Back Rule of Law in
Post-Conflict Countries." What Mark
V. Vlasic, the subject of the article, says
about going overseas and listening to the
local people is so true. Having worked
overseas in six countries, some of them
being rule of law programs, I have had
the chance to witness what Mr. Vlasic
describes.
Oftentimes Americans hired on these
programs go abroad with the best
of intentions, but they fail to see and
hear what the local people in the host
country want. This was especially true in
Afghanistan where there were several
talented American lawyers and judges
working in the local legal system, but
many did not understand or care to learn
the specifics of the local culture. When
this happens, we have Americans trying
to fix a system they don't understand.

LAW SO HARD

On the other end, the local people in
the host country need to speak up and
be honest about what they want. They
shouldn't be pressured to say or do
things just so it results in more American
aid coming in - especially if that aid is
not tailored properly for local use. We
should learn from our lessons past.
